The GST Voucher Scheme is a critical initiative designed to mitigate the cost of living for eligible households, particularly in managing the impact of the GST. The revisions aim to ensure more households qualify for support based on adjusted AV thresholds.

Revised AV Thresholds
Currently, AV tiers are used to determine eligibility for various support schemes, including MediShield Life and the Workfare Income Supplement. AV represents the estimated annual rental value of a property. Under the present system:

Tier 1: Properties with AV up to S$21,000.
Tier 2: Properties with AV between S$21,001 and S$25,000.
From January 2025, Tier 2 will expand to include properties with AV up to S$31,000, enabling more households, including those in lower-value private properties, to qualify for assistance.

Impact on GST Voucher Benefits
The GST Voucher provides aid through cash payouts, MediSave top-ups, U-Save utility rebates, and Service and Conservancy Charges (S&CC) rebates. Under the revised system:

Properties in Tier 1 (AV ≤ S$21,000) will continue to receive a S$850 cash payout.
Properties in the expanded Tier 2 (S$21,001 < AV ≤ S$31,000) will remain eligible for a S$450 cash payout, even if their property value increases within the new range.
For instance, an individual whose property had an AV of S$24,000 in 2024 would still qualify for a S$450 payout in 2025 if the property’s AV rises to S$27,000 under the updated threshold.

Eligibility Criteria for 2025
To receive GST Voucher benefits in 2025, individuals must meet these criteria:

Be a Singapore citizen or permanent resident.
Be aged 21 or older by the reference year (2024).
Have an annual income of S$34,000 or less.
Own a residential property with an AV of S$31,000 or lower.
