Singapore is launching a new initiative, ComLink+, to provide low-income families with children residing in subsidized HDB rental flats with up to $30,000 in support. The program, announced on Nov 20 by Minister for Social and Family Development Masagos Zulkifli, aims to motivate families toward stability and financial growth by supporting education, stable employment, debt reduction, and homeownership. This initiative builds on the existing ComLink program introduced in 2019.

Around 14,000 families are eligible for the expanded ComLink+ support, which offers financial incentives tied to key life goals. Families can benefit from quarterly cash top-ups if they find stable, CPF-paying jobs, debt clearance support, and matched savings to help towards homeownership. Families with preschool-aged children will also receive financial contributions for consistent attendance.

The initiative will begin in the second half of 2024 as a three-year trial. Designed with insights from families themselves, ComLink+ reflects the aspirations of low-income families seeking social mobility, stability, and opportunities for their children.
