The countdown to Singapore’s 2025 General Election (GE2025) has officially begun, as Prime Minister Lawrence Wong has convened the Electoral Boundaries Review Committee (EBRC), the Elections Department (ELD) announced on Wednesday (22 January). The committee has been tasked with reviewing the current electoral boundaries and recommending adjustments to the Group Representation Constituencies (GRCs) and Single Member Constituencies (SMCs) in preparation for the upcoming elections.
The review process will take into account demographic changes, including population shifts and housing developments, which have affected the number of voters in certain areas. The EBRC has been instructed to maintain the average size of GRCs, the proportion of MPs elected from SMCs, and the ratio of electors to MPs as consistent as possible with the figures from the previous general election.
Currently, the EBRC is deliberating on its recommendations, which it will present to PM Wong upon completion of its review. There is no fixed timeline for when the committee’s report will be released, as past reports have been published between two and seven months after the committee’s formation.
In a related move, the ELD also revealed that PM Wong has directed the Registration Officer to update the Registers of Electors before 1 April. This update will include any eligible Singaporean citizens who have turned 21 by 1 February and meet the necessary qualifications. The revised registers will be available for public inspection in February, with further details on how citizens can check their information to be provided by the ELD.
Following the release of the EBRC report, Parliament will be dissolved upon the advice of the Prime Minister, and the Returning Officer will issue a Writ of Election. The dissolution timeline could vary, as evidenced in 2001, when Parliament was dissolved just one day after the EBRC report was made public.
The EBRC was last convened in August 2019 in preparation for GE2020, during which it recommended reducing the average size of GRCs and creating additional SMCs. The committee’s report, completed in March 2020, led to significant electoral changes, including the reduction of GRCs from six to five members in constituencies like Ang Mo Kio and Pasir Ris-Punggol.
